中共中央、国务院近日印发了《国家中长期教育改革和发展规划纲要(2010-2020年)》，并发出通知，要求各地区各部门结合实际认真贯彻执行。《教育规划纲要》提出了今后10年教育改革和发展的战略目标：到 2020年，基本实现教育现代化，基本形成学习型社会，进入人力资源强国行列。

　　国家发布的未来十年教育规划纲要提到的中国教育体制改革目标包括了普及学前教育和承诺扫除文盲两项工作。

　　在上面的报道中，national education plan 就是国务院最近印发的“教育规划纲要”，universal preschool education(学前教育的普及)的纲要的重要内容之一，那么“普及学前教育”就是make preschool education universal。universal可以表示“普遍的”，也可以表示“广泛适用的”，例如：universal blood donor(万能输血者)。

　　《教育规划纲要》提出今后十年教育改革和发展的目标是basically modernize education(基本实现教育现代化)和basically shape a learning society(基本形成学习型社会)。纲要提出要提高enrollment rate(入学率)，eliminate illiteracy among the young and middle-aged(扫除青壮年文盲)，推进quality education(素质教育)，ensure school-aged children and adolescents have access to quality compulsory education(确保适龄儿童少年接受良好义务教育)。
